Bidding Management Center

   1.About the Center

The bidding management center was established in March 2017. It is the designated management department for the school's bidding work, and is responsible for the bidding of the goods above norm, engineering projects and services under the guidance of the school leaders. We actively promote system construction, manage innovation and professional services, and strive to provide quality service for teachers and students in the following respects:

System construction: we attach importance to the construction of bidding system, and guide the management of bidding with systems and norms. In the standard management, we will strive to promote the three-level system of “management methods, implementation rules, and standard templates” to standardize bidding and procurement activities, and to achieve laws to follow.


Management innovation: we coduct in-depth study of policies and regulations, formulate different types of bidding implementation plans according to the categories and scopes defined by laws and regulations, strive to innovate bidding management mechanisms, actively use Internet technology, data and information technology, and promote bidding management informatization and electronization of the process to achieve the transparency, efficiency and economy of procurement.


Professional services: establishing a working model of user thinking and empathy in terms of service awareness, jumping out of the limitations of localism, actively and intensively investigating and researching, fully understanding the needs of users and difficulties in work, improving work style, and continuously improving workflow process. In terms of professional quality, we regularly conduct case studies of honest government, accept clean government education, improve the quality of clean government, encourage everyone to research and explore management innovation, actively create learning opportunities, actively participate in training, continuously improve political and professional quality, and strive to create an honest and efficient professional service team to achieve more thoughtful and careful service for teaching and research and the majority of teachers and students.


The center will be dedicated to creating a transparent, efficient and honest bidding environment for our school, improving the use of funds, safeguarding the legitimate rights and interests of the college, promoting the construction of clean government, improving service levels, providing strong support and quality service for teaching and research in our school, making due contributions to further standardizing the bidding management mechanism, improving procurement efficiency and service quality, and achieving the goal of building a first-class private university.

   2.Organizational Structure

The main responsibility of the College's bidding management center is to complete the school purchasing tasks in a standardized, clean and efficient manner. It contains three aspects:

1. Legal compliance: conscientiously implement national laws and regulations to ensure that the bidding and tendering work of Nanfang College of Sun Yat-sen University is in compliance with laws and regulations; communicate and implement relevant laws and regulations of the state, provincial and municipal governments in the field of bidding, interpret relevant regulations, methods and rules; establish and improve relevant rules and regulations, implementation rules, procedures and operational methods for purchasing and bidding of schools, and standardize bidding behavior.


2. Integrity risks prevention and control: build an internal control system for bidding, which is mutually supervised and mutually balanced, to prevent the parties from integrity risks and ensure clean procurement. Establish an internal control mechanism system in which users, suppliers, experts, handling personnel, and supervisors cooperate with each other, supervise and restrict each other; strengthen the construction of bidding teams, and establish a clean, professional and efficient bidding management team; strengthen the prevention and control of integrity risks through the construction of informanization, and vigorously promote the transformation from the supervision of bidding from “post-event supervision”  to “pre-existing, in-process and whole-process supervision” .


3. High quality and efficiency: high-quality, efficient, and timely completion of the school's bidding procurement budget tasks, to win the trust of the service target.


The specific responsibilities of the center include:

1. continuously improving the management methods, implementation rules and job specifications of school bidding in accordance with laws and regulations; implementing the bidding regulations and policies, and the tasks related to the higher level bidding;

2. putting the bidding of the projects above the designated scale of the school under centralized management, and coordinate the work related to bidding in the whole process of project implementation;

3. undertaking government procurement work, responsible for government procurement management such as entry, declaration, change, preliminary examination, report, statistics, etc. of government procurement plan;

4. handling external liaison and coordination related to bidding;

5. Continuously strengthening the team construction, assessment and training of the bidding management center to create a high-quality team.

The bidding management center currently has two staff members, one director and one associate director.
